Prohibited Content in Formal Book Publishing and Regulations on Forbidden Material
Manuscripts that do not comply with national publishing regulations cannot be legally published. Articles 25 and 26 of China's "Regulations on the Administration of Publishing" explicitly define prohibited content in publications, serving as the core criteria for assessing manuscript quality. Manuscripts meeting both provisions are deemed qualified; those failing to meet them are considered unqualified and must not be published.
I. Article 25 of the "Regulations on the Administration of Publications" (Prohibited Content Applicable to All Publications)
No publication may contain any of the following ten categories of content:
1. Violating the basic principles established by the Constitution;
2. Engaging in acts that undermine China's national unity, sovereignty, and territorial integrity;
3. Disclosing state secrets, endangering national security, or damaging the nation's honor and interests.
4. Inciting ethnic hatred or discrimination, undermining national unity, or infringing upon ethnic customs、Habitual;
5. Promoting cults or feudal superstition;
6. Disrupting public order or undermining social stability;
7. Promoting obscenity, gambling, violence, or inciting others to commit crimes;
8. InsultOrDefaming others or infringing upon their legitimate rights and interests.
9. Harmful to public moralityOrexcellence of national cultural traditions
10. Yeslaws and administrative regulationsandOther content prohibited by national regulations.
II. Article 26 of the "Regulations on the Administration of Publications" (Special Prohibitions for Minors' Publications)
Publications intended exclusively for minors, noCanContains two types of harmful content: (1) material that encourages minors to imitate behaviors violating social ethics or committing illegal acts; and (2) content involving terror, cruelty, or other elements harmful to minors' physical and mental health.
